New Rules for Generative ai in China: Adhering to Socialist Values and Promoting Digital Public Goods
The Chinese authorities have recently published new regulations for generative ai, which go beyond the current guidelines. These rules aim to ensure that ai services align with socialist values and avoid content that incites subversion of state power, secession, terrorism, or any actions threatening national unity and social stability.
Prohibited Content for Generative ai Services
Operators of generative ai must prevent their services from promoting content that provokes ethnic hatred and discrimination, violence, obscenity, false and harmful information, or any content against the core socialist values. These regulations remain consistent with a draft released in April 2023.
Interest in Developing Digital Public Goods for Generative ai
The Chinese government is showing great interest in creating digital public goods for generative ai. The document stresses the importance of promoting public training data resource platforms and collaborative sharing of model-making hardware to enhance utilization rates. Additionally, efforts will be made to encourage the orderly opening of public data classification and expanding high-quality public training data resources.
Developing Secure and Proven ai Technologies
According to the rules, generative ai should be developed using secure and proven tools such as chips, software, tools, computing power, and data resources. Intellectual property rights must be respected when using data for model development, while the consent of individuals is required before incorporating their personal information.
Ensuring Fairness and Non-Discrimination in ai
The regulations require that developers create algorithms that do not discriminate based on factors such as ethnicity, belief, country, region, gender, age, occupation, or health. Operators of generative ai must also obtain licenses for their services under most circumstances.
